Christmas Contest - Team Round - Problem 14

Heather has three identical jugs. She fills \tfrac14 of the first, \tfrac12 of the second, and \tfrac34 of the third with water, and then adds some salt to each. She combines the first and second jugs and notes that it is 15\% salt. Then she combines that with the third jug (putting them all into a jug that is much larger than any previous jug) and notes that the result is 25\% salt. What percent salt is the third jug? Express your answer as an integer (60\% would 60, \frac{1}{10} would be 10).
